Regular Meeting - December 4, 2007

Mayor Sheila Williams called the meeting to order and Mr. James Walker offered invocation. Tracy Sullivan, Town Clerk called the roll.

COMMISSIONERS PRESENT

Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Weaver and Commissioner Hamm. Town Administrator, Sonya Meeks and Town Attorney, David Orcutt were also present.

APPROVAL OF THE MINUTES

Commissioner Gibson made the motion to approve the minutes of the Regular Meeting held on November 6, 2007 and Special Meeting held on November 14, 2007. The motion was seconded by Commissioner Jenkins. The motion carried.

APPROVAL TO PAY THE BILLS

Commissioner Hamm made the motion to approve to pay the bills. Commissioner Weaver seconded the motion. The motion carried.

Phyllis Pearson presented the 2006/2007 Audit to the Sharpsburg Board of Commissioners. Ms. Pearson reported major progress in financial stability of the Town and an over all positive audit report. (attached)

UNFINISHED BUSINESS

a. Commissioner Gibson made the motion to appoint Sonya Meeks as Budget Officer.
The motion was seconded by Commissioner Humphrey. The motion carried.
Commissioner Weaver made the motion to appoint Tracy Sullivan as Finance Officer.
The motion was seconded by Commissioner Gibson. The motion carried.
Commissioner Hamm made the motion to appoint David Orcutt as Town Attorney.
The motion was seconded by Commissioner Jenkins. The motion carried.

b. Commissioner Jenkins made the motion to appoint Robert Masters as Zoning
Administrator. The motion was seconded by Commissioner Weaver. The motion
carried.

c. Commissioner Gibson made the motion to appoint Clarence Morgan, Darrell Barfield
and Neil Mowatt as Planning Board Members term ending on June 30, 2008. The
motion was seconded by Commissioner Jenkins. The motion carried.
Commissioner Gibson made the motion to appoint Pastor David West as an
alternate member to the Sharpsburg Planning Board. Commissioner Jenkins seconded
the motion. The motion carried.

NEW BUSINESS

a. Commissioner Gibson made the motion to approve the service agreement with Carolina Opportunities with changes to section 4 stating: Upon review and approval, the Town Board of Commissioners reserve the right to approve all payments for invoices received from Carolina Opportunities during the project period. No payments will be made until approved by the Sharpsburg Board d of Commissioners. The motion was seconded by Commissioner Jenkins. The motion carried.

b. Commissioner Hamm made the motion to adopt the Resolution for Grant Assistance. The motion was seconded by Commissioner Gibson. The Motion carried.

c. Commissioner Jenkins made the motion to begin accepting applications from citizens to serve on the Sharpsburg Recreation Committee. The motion was seconded by Commissioner Humphrey. The motion carried.

d. Commissioner Weaver made the motion to pay all employees a 1% Christmas bonus with the longevity pay plan still in effect. The motion was seconded by Commissioner Jenkins. The motion carried.

Commissioner Gibson reads the Water and Sewer report. (attached)

Tab Balkcum reads the Sharpsburg Fire Department report. (attached)

Commissioner Jenkins reads the Park and Recreation report. (attached)

ANNOUNCEMENTS

Mayor Williams announced that in 2008 the Town would celebrate its 125th anniversary.
The Mayor informed the Board that she would like to apply for a Southern Bank Foundation Grant. Commissioner Jenkins made the motion to apply for a grant for new Town signs from Southern Bank. The motion was seconded by Commissioner Weaver. The motion carried.

The Mayor announced that the next Regular meeting would be on January 8, 2008 at 7:30p.m.

Commissioner Humphrey made the motion to adjourn the meeting and Commissioner Weaver seconded the motion. The motion carried.
