Regular Meeting - January 8, 2008
MINUTES OF THE REGULAR MEETING OF THE SHARPSBURG BOARD OF COMMISSIONERS
Mayor Sheila Williams called the meeting to order and Mrs. Sonya Meeks offered invocation. Tracy Sullivan, Town Clerk called the roll.
COMMISSIONERS PRESENT
Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Weaver and Commissioner Hamm. Town Administrator, Sonya Meeks and Town Attorney, David Orcutt was also present.
APPROVAL OF THE MINUTES
Commissioner Weaver made the motion to approve the minutes of the Regular Meeting held on December 4, 2007 and Special Meeting held on December 4, 2007 and December 10, 2007. The motion was seconded by Commissioner Jenkins. The motion carried.
APPROVAL TO PAY THE BILLS
Commissioner Hamm made the motion to approve to pay the bills. Commissioner Jenkins seconded the motion. The motion carried.
Tracy Sullivan, Town Clerk reports the Bank Balances.
Julie Bollinger and Scott Walston, of the North Carolina Department of Transportation Planning Branch, presented the transportation plans for Edgecombe County to the Board.
NEW BUSINESS
a. Commissioner Weaver made the motion to table the 2008 Holiday Schedule. The motion was seconded by Commissioner Jenkins. The motion carried.
b. Commissioner Hamm made the motion to approve the 2008 Meeting Schedule through the month of October 2008. The motion was seconded by Commissioner Weaver. The Motion carried.
c. Kevin O’Donnell briefed the Board on the Contract with Progress Energy and possible upcoming electric rate increases.
CITIZENS PETITIONS AND COMPLAINTS
Sam Pridgen - Citizen Pridgen requested that the owner of 320 Farmer Street be cited with an ordinance violation due to the condition of the home and yard. Mr. Pridgen also complained that the Town had not picked up the leaves at his home.
Lolita Rabil - Citizen Rabil was concerned about numerous power outages that were occurring at her residence. She also was concerned about the amount of days she was charged with on her utility bills.
Tassie Langley - Citizen Langley was concerned that the Town pays for employees to receive training. She also stated that the Town did not need a Community Building.
Bobby McGuire - Citizen McGuire inquired as to why the sewage bill was calculated by the water usage. Commissioner Gibson explained that this was the most common method used by Towns and that installing a sewer meter would not be feasible.

Chief Bissette gives the police report.
Commissioner Gibson read the Water and Sewer report. (attached)
Commissioner Humphrey read the Electric report. (attached)
Sonya Meeks, Town Administrator reads the Administrative report. (attached)
ANNOUNCEMENTS
Mayor Williams announced that the next Regular meeting would be on February 5, 2008 at 7:30p.m.
CLOSED SESSION
Commissioner Humphrey made the motion to go into closed session to discuss legal matters. The motion was seconded by Commissioner Gibson. The motion carried.
OPEN SESSION
Commissioner Jenkins made the motion to go into open session. The motion was seconded by Commissioner Humphrey. The motion carried.
ADJOURNMENT
Commissioner Gibson made the motion to adjourn the meeting and Commissioner Humphrey seconded the motion. The motion carried.
