Regular Meeting - February 5, 2008
MINUTES OF THE REGULAR MEETING OF THE SHARPSBURG BOARD OF COMMISSIONERS
Mayor Sheila Williams called the meeting to order and Pastor A. Williams offered invocation. Tracy Sullivan, Town Clerk called the roll.
COMMISSIONERS PRESENT
Commissioner Humphrey, Commissioner Gibson, Commissioner Jenkins, Commissioner Weaver and Commissioner Hamm. Town Administrator, Sonya Meeks and Town Attorney, David Orcutt was also present.
APPROVAL OF THE MINUTES
Commissioner Jenkins made the motion to approve the minutes of the Regular Meeting held on January 8, 2008. The motion was seconded by Commissioner Weaver. The motion carried.
APPROVAL TO PAY THE BILLS
Commissioner Humphrey made the motion to approve to pay the bills. Commissioner Gibson seconded the motion. The motion carried.
Tracy Sullivan, Town Clerk reports the Bank Balances.
OPEN PUBLIC HEARING
Commissioner Gibson made the motion to open the public hearing. The motion was seconded by Commissioner Jenkins. The motion carried.
Robert Master, Zoning Administrator summarized the changes in the ordinance for the public.
There were no public comments made on the proposed zoning ordinance.
CLOSE PUBLIC HEARING
Commissioner Gibson made the motion to close the public hearing. Commissioner Weaver seconded the motion. The motion carried.
CITIZENS PETITIONS AND COMPLAINTS
Michelle Balkcum - Mrs. Balkcum was concerned that her utility bill had 40 days of utility charges. Tracy Sullivan, Town Clerk explained that due to the Thanksgiving and Christmas Holidays the readings were turned into the Office early and in January the staff returned to normal schedule causing more days on the January Bill.
Bobby Vick - Citizen Vick requested that the Town have a budget billing plan to help senior citizens and citizens on a fixed income. Commissioner Humphrey asked Sonya Meeks, Town Administrator to find more information on the budget billing option for the Town.
Louise Harrison - Ms. Harrison also supported Mr. Vick’s request for budget billing.
UNFINISHED BUSINESS
a. Commissioner Weaver made the motion to adopt the revised Zoning Ordinance. The motion was seconded by Commissioner Jenkins. The motion carried.
b. Commissioner Jenkins made the motion to approve the 2008 Holiday Schedule without the addition of the day after Christmas. The motion was seconded by Commissioner Humphrey. The Motion carried.
c. Commissioner Jenkins made the motion to appoint Linda Virgil, Jackie Morgan, Trudy Garner, Robert Holder Jr. and Michelle Balkcum to the Recreation Committee. The motion was seconded by Commissioner Gibson. The motion carried.
d. Commissioner Jenkins made the motion to hold the Regular Town Meeting for November on November 4, 2008 in the Sharpsburg Fire Department Meeting Room and the December meeting on December 2, 2008 in the Town Hall Meeting Room. Commissioner Weaver seconded the motion. The motion carried.
e. Commissioner Jenkins made the motion to have the Sharpsburg Christmas Parade on December 13, 2008 at 11:00 a.m. Commissioner Weaver seconded the motion. The motion carried.
NEW BUSINESS
a. Commissioner Gibson made the motion to adopt the Planning and Development Fee Schedule with the following changes: Rezoning Request - $150.00, Sp. Use/Conditional Use Req. (General) - $100.00, and (Commercial) - $300.00. The motion was seconded by Commissioner Jenkins. The motion carried.
b. Commissioner Jenkins made the motion to change the Town Office hours of operation to Monday through Friday 8:00a.m. until 5:00 p.m. Commissioner Gibson seconded the motion. The motion carried.
c. Commissioner Weaver made the motion to hold a Town Board and Planning Board Retreat/Workshop Meeting on February 23, 2008 at 11:00 a.m. Commissioner Gibson seconded the motion. The motion carried.

Tab Balkcum read the Sharpsburg Fire Department report. (attached)
Chief Bissette gave the police report.

ANNOUNCEMENTS
Mayor Williams informed the citizens that she has been working to get mail delivery in Sharpsburg and a Southern Bank Grant for new Town entrance signs. She also announced that there may be a radio station possibly locating in Sharpsburg.
ADJOURNMENT
Commissioner Gibson made the motion to adjourn the meeting and Commissioner Weaver seconded the motion. The motion carried.
