Regular Meeting - January 9, 2007
Mayor Sheila Williams called the meeting to order and James Walker offered invocation Tracy Sullivan, Town Clerk called the roll.
COMMISSIONERS PRESENT
Commissioner Michael Jones, Commissioner William Sharpe, Commissioner Mary Lewis, Commissioner Cheryl O’Neal, and Commissioner David Pride.
Town Administrator, Sonya Meeks and Town Attorney, David Orcutt was also present.
APPROVAL OF THE MINUTES AND APPROVAL TO PAY THE BILLS
Motion was made by Commissioner O’Neal to approve the Minutes of the Regular Meeting held on December 7, 2006 with the removal of item B under Citizens Petitions and Complaints. The motion was seconded by Commissioner Jones.
Motion was made by Commissioner Pride to approve to pay the bills. The motion was seconded by Commissioner Lewis.
Bank Balances were read by Tracy Sullivan, Town Clerk.
CITIZENS PETITIONS AND COMPLAINTS
a. Jason Narron - Citizen Narron informed the Board of a flooding issue located on Harvey Drive.
b. Jeremy Glasco - Citizen Glasco was concerned about the flooding on Harvey Drive also. Utility Director, Clifton Wallace informed Mr. Narron and Mr. Glasco with his plan of action to correct the problem.
c. Becky Humphrey - Citizen Humphrey complained that Oakforrest Drive floods during heavy rains. Clifton Wallace informed Ms. Humphrey that the problems on Oakforrest Drive were going to be corrected.
d. Bobby Vick - Citizen Vick stated that there were gun shoots on the corner of Lincoln street and Martin Luther King and it took the Police Department 35
minutes to respond.
e. Sadie Parker - Citizen Parker complained that her property stays wet all the time. She also complained that her light bill had increased since the replacement of her electric meter.
f. Duland Price - Former Commissioner Price informed the Board that he was on a fixed income and was upset because the Town would not extend his utility bill until he received his monthly income.
DEPARTMENTAL REPORTS
Clifton Wallace, Utility Director addressed the Citizens Complaints:
Flooding on Harvey Drive - The Town will contact the property owner, Donald Davis to obtain his permission to enter and clean a ditch on his property that is causing the drainage problem. Mr. Wallace stated that he had checked for leaks on Ms. Parker’s property and the owner of Hilldale Apartments would be the responsible party. Mr. Wallace addressed Ms. Humphrey’s drainage issue and scheduled an appointment to come to Oakforrest Drive to asses the situation.
Commissioner David Pride advises the citizens that the Board is aware of their complaints and that they are working on getting their problems solved. He also thanked the Town Employees that worked hard on repairing a water main leak.
Commissioner Michael Jones asked that citizens report any neighbor who may be discarding debris in ditches or obstructing drainage. He reported that there was no progress on the Annie Beasley Park due to excessive rain.
Mayor Williams stated that she was proud of the employees for net working with the City of Wilson on videoing the sewer lines at no cost to the Town. Mayor Williams reported that the Town and the Department of Transportation have been working together to repair and maintain streets in Sharpsburg. The Town has also worked with property owners to remove dilapidated buildings.
Chief Bissette read the monthly Police Report.

CLOSED SESSION
Commissioner O’Neal made the motion to go into closed session to discuss Janie Powell Vick Weaver v. Town of Sharpsburg, Wilson County Superior Court, File Number 05-CVS-2003. Motion was seconded by Commissioner Jones.
OPEN SESSION
Motion was made to go into open session by Commissioner Jones. Motion was seconded by Commissioner Sharpe.
ADJOURNMENT
Motion was made by Commissioner O’Neal to adjourn and the motion was seconded by Commissioner Lewis.
