Biography for Howard Blake Proctor
Blake Proctor came out of retirement in Young Harris, Georgia, to accept the Sharpsburg Administrator posting. He holds a BSBA in Accounting from Florida Technological University, with post-graduate study in Public Administration from the University of Central Florida; his PhD in Public Policy is from Pacific Western University.
A small-town specialist his entire career, Mr. Proctor has 36 years’ experience as manager of four municipalities and a small county – all under 4,800 population – in four southern states; while semiretired, Mr. Proctor served as Interim Town Administrator and Interim Town Clerk/Finance Officer for two small towns in North Carolina. As principal of Proctor & Associates for 11 years, he was also a management consultant, providing performance management advisory services to small towns, with special emphasis on communities in crisis.
Mr. Proctor’s municipal experience includes executive, operations, and utilities’ management; finance and budgeting; public relations; economic and community development; growth management; human resource management; and, grants procurement. In addition to customary utility operations, he has also managed two natural gas communities and an electric municipality.
A decorated Vietnam-era veteran, Mr. Proctor’s postings as an Army Security Agency Signals Intelligence Analyst included a year in Laos and four years in West Berlin. A voracious reader, his interests include travel, theater and the arts, and political exposition. He is divorced, with a son, three grandchildren, and a new great-grandchild.
