Town Clerk
The Town Clerk keeps minutes of Town Board meetings, maintains official records and documents, gives public notice of meetings, and performs other duties required by law or at the direction of the Town Board or Town Manager.
Tracy Sullivan serves as the Town Clerk and Administrative Services Director for the Town of Sharpsburg. She began her career in municipal government in 1997 as Deputy Town Clerk and was promoted to Town Clerk in 2005. In her dual role, Ms. Sullivan is responsible for maintaining official records, preparing meeting minutes, issuing public notices, and performing the statutory duties of Town Clerk. As Administrative Services Director, she also provides leadership in financial management and human resources, overseeing the Town’s budgeting, accounting, payroll, utility billing, customer service, and risk management operations, as well as personnel policy, benefits administration, employee relations, and training programs.
Ms. Sullivan has earned several professional certifications and designations that reflect her dedication to excellence in public service. She received her Certified Municipal Clerk Certification from UNC School of Government in 2010, along with the International Certified Clerk designation from the International Institute of Municipal Clerks. In 2012, she earned the North Carolina Certified Municipal Clerk designation from NC Association of Municipal Clerks.
Her additional accomplishments include a Municipal Administration Certificate, Grade C Water Distribution Certification, Grade I Wastewater Collections Certification, and a Business Leadership Certificate. With over 25 years of experience in local government, Ms. Sullivan continues to strengthen transparency, accountability, and effective administration in the Town of Sharpsburg.
