Request for Proposals for Code Enforcement 

 

The Town of Sharpsburg is seeking proposals for Code Enforcement Services. The Town of Sharpsburg is uniquely located within 3 counties in North Carolina  (Nash, Edgecombe and Wilson).  

Code Enforcement  

The expectation is to have personnel that will be available during summer months from February to August 2023 in person on site 2 days a week. From September through January would be in person on site for 1 day a week. The code enforcement official would be responsible for conducting review of code violations including any and all public nuisance violations (overgrown vegetation, junk, junk vehicles etc.), sending required notices and invoices for abatement, conducting minimum housing and abandoned structures inspections, conducting minimum housing and abandoned structures hearings, , providing monthly reports to the Board of Commissioners, requesting placement of liens on properties, and any other code enforcement related task.  

 

Contractor will provide Contractor personnel to perform the following specialized Functions for Local Government: 

Code Enforcement Functions include: 

  • Investigations of complaints and/or reports of violations, Preparation of materials for distribution and notifications to owners of record and/or occupants of violation activities,
  • Meeting and/or hearing with owners of record and/or occupants of violation activities,
  • Field inspections to determine progress and/or compliance,
  • Preparation of reports to the Board of Commissioners,
  • Attendance at meetings of the Board of Commissioners upon request to present code enforcement activity updates
  • Preparing invoices for abatement costs due to the Town by the owner.
  • Preparing lien documentation to present to the Town Board for approval.

Proposal Requirements 

1. A cover letter providing general background of the firm and the firm’s experience providing similar services to public agencies. Include the title and signature of the firm’s contact person for the proposal. The signatory shall be a person with official authority to bind the company.  

2. A narrative presenting your firm’s approach for addressing the needs described in Sections II and III of this RFP. Include a discussion on the range of tasks and services provided by the firm. Highlighting your firms code enforcement experience. No more than 5 pages. 

3. A brief narrative which indicates the management structure of the firm, tenure of management, and ownership of the firm.  

4. A list of similar projects the firm has completed for other public agency clients. Include the firm’s specific role in the project and key personnel that worked on each project. Provide the name of the agency, contact name, contact email, and contact phone number for reference purposes.  

5. The resumes of professional personnel who will be working on this project and their specific responsibilities. The Consultant's project manager, who will be responsible for managing the contract, must be identified and committed to the project. The Town must approve changes to key personnel committed to work on the project subsequent to award of contract.  

6. Proposed hourly compensation rates for project personnel to support code enforcement. Include a total cost for services annually.  

7. The selected firm will be required to enter into a Contract Services Agreement with the Town of Sharpsburg.
